With reference to the letter from this Office of
July 17th. I am directed by Secretary Sir E. Grey to
transmit to you herewith copy of a draft Order in
Council relating to the registration of British
Companies carrying on business in China.
The draft has been prepared by Mr. Hurst,
Assistant Legal Adviser to this Department, working in
conjunction with Mr. Risley of your Department and Mr.
Payne of the Board of Trade.

Secretary Harcourt and of the President of the Board of
Trade, to whom a similar letter has been addressed,
forward copies of the draft to the Judge of His
Majesty's Supreme Court at Shanghai and he would be
glad if Mr. Harcourt would cause copies to be sent
with the necessary explanations of the effect and
intentions
